Black Spot

I'm sure I am right on this one but need clarification.
I am hoping to have a couple of standard rose trees for my birthday, yellow roses. Use to have black spot so stopped growing roses because al the available places for planting were affected.
It has been over 5 years now, so do you think I still need to water the area with Jeyes fluid say, a couple of months before I plant them?
It looks like one of my clemetis is dying back aswell. any answers.
all you greenfingered wonders out there. I'm not very strong at gardening, both in mind and body, so I need somehelp here.
