Tody,
It's my understanding that the UK has been reluctant to back that policy not because they don't agree with the principle but because they don't agree with the mechanisms by which it is being undertaken. Germany are also reluctant to back because they feel their current voluntary and other mechanisms are more effective. Neither country is opposed to seeing an increase in women taking economic/business roles, more opposed to how the policy will work and whether it will be the best possible approach. Sweden were also against the approach and again, not opposed to women in such roles.
Not quite sure how that links to 14 year old girls being attacked for protesting their right to an education.
