I suffered from PF so my rheumatologist referred me to physiotherapy, I still do the exercises and it hasn't troubled me since. (I have an auto-immune arthritis plus OA.)
Regarding footwear I don't think you can get anything especially for PF but better quality makes are more comfortable, more supportive and longer-lasting. DD

I think the main thing with shoes is to buy ones with a good arch support and cushioned sole. It's also important not to kick them off in favour of slippers or mules once home.
Has your mother been given exercises? They really will help.
