Big toe fusion

I am due my left toe to be fused soon, stage 4 osteoarthritis. My right toe is stage 2 and the consultant said it would take 3 years for it to get to stage 4. But it feels bad now and when I have the left toe done I will still have walking pain with the right toe and don't want to wait 3 years. Will they only operate when it gets to stage 4. If not, how long would I have to wait to have the second toe done in terms of getting over the first operation. Really fed up and want to get back on my feet. Any advice welcome.
